Basic ToolKit for Systematic Scale-Up

The Coordinators Guide and Toolkit are intended for those supporting a Ministry of Health-led systematic process of scale-up of one or more high-impact reproductive, maternal, newborn, child and adolescent health interventions, geared towards a scale-up coordinator or scale-up manager role.

This guide is intended for use by those who support a country’s systematic process of scaling-up high-impact reproductive, maternal, newborn, child and adolescent health interventions in the advanced stages of scale-up. Having a specific person in charge of the various processes and tasks that comprise scale-up is critical; there are needs for coordination that span across various roles and touch on multiple routine systems, multiple ministry of health departments, other public sector institutions, various partner agencies, and private sector partners. Someone supporting scale-up needs the scope and authority to bridge these divides.

The tools in a related toolkit are those that the Scale-up Coordinators Guide focuses on. We consider this to be the basic minimum set of tools for a scale-up coordinator to guide key stakeholders on a multi-organizational team through iterative cycles of a systematic process of scale-up. That is, the phases of: 1. Engagement and assessment; 2. System-oriented co-creation (planning); and 3. Implementation with learning and adaptive management.
